Overview – Netherlands Caribbean Carpet Program Visa

The Caribbean Carpet Programme is designed for frequent travellers to the Dutch Caribbean, including Aruba, Curaçao, St Maarten, Bonaire, Saba, and St Eustatius. It simplifies the visa application process and offers longer visa validity for eligible applicants.

  • Standard short-stay visa rules apply (does not grant permission to work).

Applying for the Caribbean Carpet Programme:

  • You can check your eligibility for the programme on the Netherlands Ministry of Foreign Affairs website.
  • Once your application is approved, you will receive a confirmation email.

This email will contain details on how to submit future visa applications through the programme.

Documents Required – Netherlands Caribbean Carpet Program Visa

Visa Application Form

  • Completed and signed Caribbean visa application form.
  • The form must be signed in the presence of a consular officer during your appointment.

Passport

  • valid passport that meets the following criteria:
    • At least two blank pages.
    • Valid for at least 3 months beyond the planned departure date.
  • If you need proof that your passport is being held at the embassy, bring an extra photocopy for official stamping.

Documents for Minors (Under 18 Years Old)

  • Birth certificate (original + copy).
  • Proof of identity for both parents or guardians.
  • If the child is travelling without both parents, a declaration of consent signed by both parents is required.
  • If only one parent has custody, a court judgment confirming parental authority must be provided.

UK Residency

One of the following documents must be provided:

  • UK eVisa printout from UKVI with a valid share code.
  • Biometric Residence Permit (BRP) valid for at least one month beyond your Schengen departure (valid until March 31, 2025).
  • An EU Settlement Scheme Biometric Residence Card (EUSS BRC) valid for at least one month beyond Schengen departure (valid until March 31, 2025).

Photograph Requirements

Must meet Dutch passport photo requirements:

  • Taken within the last 6 months.
  • 35mm x 45mm, with proper face proportions.
  • Neutral expression, eyes looking straight, mouth closed.
  • No head coverings unless for religious reasons.

Proof of Travel

  • Confirmed flight reservation or itinerary.
  • Do not book non-refundable tickets before visa approval.

Proof of Transit (If Applicable)

  • If you are transiting through another country, provide:
    • valid visa, residence permit, or passport allowing entry into that country.

Proof of Finance

Tourists & Business Travellers:

  • Bank statements from the last 3 months, showing a balance of USD 150 – 200 per day.
  • Signed traveller’s cheques in the applicant’s name.

Travellers Visiting Family or Friends:

  • Bank statements showing an average of USD 100 per day.
  • Signed traveller’s cheques in the applicant’s name.

Guarantor’s Declaration (If Applicable)

If you cannot prove sufficient funds, a family member or friend from the Caribbean part of the Kingdom you are visiting must act as a financial guarantor. The guarantor must:

  • Apply for a legalised financial guarantor’s declaration in person at the local authorities.
  • Provide the following documents:
    • Legalised guarantor’s declaration.
    • 3 most recent bank statements.
    • 3 most recent payslips.
    • Employer’s declaration or employment contract.
    • Photocopy of their passport or identity card.

Documents for Employees, Students & Business Owners

  • Employees: Employer’s declaration stating job title, salary, length of employment, and leave approval.
  • Students: Proof of enrolment from school/university.
  • Business Owners: Official proof of business ownership and last year’s tax return.

Additional Information Based on Purpose of Visit

  • Visiting Family/Friends: Guarantor’s declaration or invitation letter.
  • Tourism: Proof of accommodation booking or group tour reservation.
  • Business:
    • Letter of invitation from a Caribbean-based company.
    • Letter from the applicant’s employer, stating the purpose of travel.
    • One of the letters must state accommodation details and who is covering travel costs.

Medical Insurance

  • Must provide official proof of medical insurance with coverage of:
    • USD 15,000 minimum.
    • Valid for all Caribbean parts of the Kingdom.
    • Covers hospitalisation, emergency treatment, and repatriation.
  • If your insurance does not meet these criteria, you must take out a new policy that does.

Important Notes:

  • Providing these documents does not guarantee visa approval.
  • The embassy or consulate may request additional documents or refuse applications.
  • Your passport will remain with the visa centre during processing.
  • Visa fees are non-refundable, even if the application is rejected.

Photo Specifications

To ensure your application is processed without delays, your passport photo must meet the following criteria:

Dimensions:

  • Size: 35 mm x 45 mm (width x height).
  • Face Width: Between 16 mm and 20 mm (excluding ears).
  • Face Length: For applicants aged 11 and over, between 26 mm and 30 mm (from chin to crown).

Quality:

  • Colour: The photo must be in colour and a true likeness.
  • Recency: Taken within the last 6 months.
  • Clarity: Sharp, with sufficient contrast and detail.
  • Condition: Undamaged and unaltered by computer software.
  • Paper: Printed on high-quality, smooth photo paper with a minimum resolution of 400 dpi.

Lighting:

  • Evenness: Lighting must be even, without over- or underexposure.
  • Shadows: No shadows on the face or background.
  • Reflections: No reflections on the face or from accessories.

Position:

  • Head Orientation: Head facing forward, not tilted.
  • Eye Alignment: Eyes horizontally aligned.
  • Shoulders: Shoulders straight.

Background:

  • Colour: Light grey, light blue, or white.
  • Uniformity: Plain, all one colour and shade.
  • Contrast: Must contrast sufficiently with the head.

Glasses:

  • Visibility: Eyes fully visible through fully transparent lenses.
  • No Distortion: No distortion or shadows caused by glasses.

Facial Appearance:

  • Head Coverings: Head uncovered unless worn for religious reasons.
  • Visibility: Face fully visible; eyes not obscured by hair or accessories.

Expression:

  • Neutrality: Neutral expression with mouth closed.
  • Gaze: Looking straight at the camera.

Exceptions:

  • Religious Head Coverings: Permitted if the head covering is plain, in one color, and contrasts with the background.
  • Children Under 6: Some requirements are relaxed, such as strict positioning and expression rules.
